What’s Happening?
As part of a new rule book bulletin, NASCAR has changed certain wording and rules regarding organizational testing, among other changes and tweaks.

- NASCAR has added a new rule, Rule H, to the Vehicle Testing rules. This new self-explanatory section states, “Unless otherwise authorized, it is strictly prohibited for any team, OEM, driver, or affiliate to privately rent, lease, or use a National Series track for testing, practice, or other on-track purposes.”
- For the rules on NASCAR Tire Manufacturer Tests, NASCAR changed the wording of Rule D, which previously clarified that Playoff drivers were not allowed to test at Playoff tracks. Now, if a tire test is “scheduled during the Playoffs or at a Playoff racetrack,” organizations in the Playoffs are restricted to one tire test at “those tracks.”
- According to this bulletin, NASCAR has also added to and updated definitions regarding New Organizations. This included changing the bar for a team to be considered a New Organization, and when a team can reclassify as one.
- Previously, the rule book claimed that the boundaries for a team to be considered a New Organization were participating in no more than “20 National Series Events” or “two National Series Seasons.” NASCAR has changed this to just “3 Series Events.”
- Furthermore, teams that have not competed “in the Series for three or more years” can be re-considered as a New Organization. Previously that number was five or more years.
