What’s Happening?

With its new Charter Agreement, NASCAR is introducing new rules about how many Charters a team can own. This includes a rule that teams are limited to three Charters. While there are still teams able to add a Charter, some of those teams are likely, and some are unlikely to do so. Let’s look at what direction each of these select teams are trending.

What’s The New Charter Rule?

Last season, NASCAR and 13 of 15 teams signed a new NASCAR Charter Agreement. This Agreement sets the terms for Charter ownership in NASCAR between the sport’s governing and its teams.

The most recent edition of the Agreement caused friction between NASCAR and the teams, with many owners frustrated with the abrupt end to the negotiations. One of the rumored aspects of this Agreement was that teams could be limited to three charters. While four-car teams will be grandfathered in, this leaves three-car teams on the outside looking in.

On Jan. 3, FOX Sports Bob Pockrass confirmed that this new rule will be in effect for the 2025 season.

There are no known teams that will sell a Charter soon. However, as time passes, it’s important to know which teams can still buy a Charter and who would be the likely teams to do so. So, let’s look at the current state of these teams to gauge whether or not they will expand.

Least Likely Teams

Haas Factory Team – Currently Owns One Charter

The Haas Factory team emerged from the closure of Stewart-Haas Racing, a four-charter team. While the team still holds one of SHR’s Charters, it seems to be more focused on its two-team Xfinity series program, which is the top Ford team in the Series.

Hyak Motorsports – Currently Owns One Charter

Hyak Motorsports is in a similar spot as HFT. Hyak was formed from JTG Daugherty Racing. While the team is rebranded with a new owner, it doesn’t seem like it will expand any time soon. However, if the team turns a corner and grows with a refreshed look, perhaps there is a chance they could. But in the meantime, expansion remains unlikely.

Rick Ware Racing – Currently Owns Two Charters, Leasing one to RFK

Rick Ware Racing could be the next team to sell a Charter. The team currently owns two but is leasing one to RFK Racing this season. While insiders have not said they would sell that Charter, there is a real possibility they could do as they focus on their lone full-time entry in 2025.

Wood Brothers Racing – Currently Owns One Charter

Wood Brothers Racing is making changes for 2025; the team is entering its fifth driver in ten years, Josh Berry. However, expansion does not seem to be in their sights. The team has not entered a second team in the modern era, and it looks like they are content with their single-entry

Most Likely Teams

Kaulig Racing – Currently Owns Two Charters

Kaulig Racing is an interesting candidate for expansion. The two-car team went from announcing early last year that it would sell off its Cup Series program to a revamped look heading into 2025. With young prospects like Christian Eckes and Daniel Dye and a stacked Chevrolet developmental ladder, there is a real scenario where Kaulig expands in the long-term future.

Legacy Motor Club – Currently Owns Two Charters

LMC was one of the rumored candidates in the Stewart Haas Racing Charter fire sale. While LMC is a real candidate for future expansion, its on-track performance needs to improve before it expands. Once they find their footing, Toyota’s vast well of talented prospects would help fill out a solid lineup in the future.

RFK Racing – Currently Owns Two Charters, Leasing one from RWR

The most likely candidate to purchase a third Charter in the future is RFK Racing. That’s because they have already expanded. They are leasing a charter from RWR for 2025 for their new No. 60 entry. While they will never be a four-car team again, a three-car RFK is already a reality, and if a Charter becomes available, it could be theirs.

Richard Childress Racing – Currently Owns Two Charters

Another team that circled the rumor mill during the SHR fire sale was RCR. The team looked to be back in form in 2023. However, they struggled in 2024. While on-track performance is an issue, they have the resources, backing, and history to expand to three full-time cars in the future. Furthermore, their part-time entry, the No. 33, is back in 2025, setting a ground floor for a potential new team.
